At least a Post Graduate Degree or qualification in the
fields of Accounting, Finance or Economics registered on the National
Qualifications Framework at a NQF level 8 with a minimum of 120 credits or
Chartered Accountant (SA) • Minimum of 7 (seven) years at senior and middle
management levels, of which at least 2 years must be at senior management level
• A valid Code B driver’s license • Good
knowledge of supply chain management regulations and the Preferential
Procurement policy Framework Act, 2000 • Excellent management and computer
skills • Excellent facilitation and communication skills in at least two of the
three official languages of the Western Cape • South African citizenship • Compliance with the National Treasury Regulations
on the Required Minimum Competency Level in Unit Standards for Chief Financial
Officers as laid down in Government Notice R493 dated 15 June
2007 (as amended from time to time) •
The required core
competencies and minimum competency requirements as stipulated in Annexures A and
B of the Regulations on Appointment and Conditions of Employment of Senior Managers
as promulgated in Government Gazette 37245 dated 17 January 2014 (as
amended from time to time) • Good knowledge of and exposure to local
government operations and municipal financial management • Good knowledge and
understanding of relevant policies and legislation • Good knowledge and
understanding of institutional governance systems and performance management •
Must have extensive knowledge of the public office environment • Excellent communication and facilitation
skills in at least two of the three official languages of the Western Cape. • An appreciation of the centrality of the
IDP for effective service delivery. • A high degree of aptitude to strategic/ operational planning and management, decision- making, leadership,
innovation, and motivation.
